Health care is still facing many challenges, requiring the cooperation and contribution of ministries, branches, authorities at all levels and people.
Deputy Prime Minister Tran Hong Ha signed Decision No. 89/QD‐TTg dated January 23, 2024 approving the National Strategy for protecting, caring for and improving people’s health until 2030, with a vision to 2045 (Strategy). The goal of the Strategy is for all people to enjoy quality health care services, live in a safe community, develop physically and mentally, and contribute to improving the quality of life and the quality of human resources for the cause of national construction and defense.
The strategy sets specific goals for disease prevention and control, especially for newly emerging infectious diseases; ensuring health security, responding promptly to climate change and public health emergencies; gradually controlling disease risk factors, improving capacity for managing the medical environment, non‐communicable diseases, occupational diseases, accidents and injuries, and improving people’s health.

Improve the quality and efficiency of the healthcare service delivery network from the central to grassroots levels to respond to changes in disease patterns, international integration and the 4.0 industrial revolution; build a strong primary healthcare system; narrow the gap in morbidity and mortality between regions, areas and ethnic groups. Develop non‐public healthcare, strengthen public‐private coordination in healthcare service provision.
The Resolution of the 13th National Party Congress has pointed out a number of tasks in the work of protecting and caring for people’s health, focusing on improving the quality of building and effectively implementing policies on nutrition, food safety, health protection and care. Improving the quality of health care services, protecting and caring for the health of mothers and children. Innovating the health finance mechanism, the health service management and provision system. Developing human resources, science and technology in health care. Improving the quality of medical examination and treatment, overcoming hospital overload, developing online medical examination and treatment. Improving capacity, proactively preventing and fighting epidemics associated with comprehensive innovation of the health system, especially preventive medicine.
Implementing the right direction and effectiveness of socialization in the health sector. Ensuring equality between state and non‐state health care. Building and developing the family doctor model. Strongly developing the pharmaceutical and medical equipment industry. Developing physical education and sports for the whole population to improve people’s health. Strengthening the fight against social evils, ensuring traffic safety, food safety and medicine safety.
Protecting, caring for and improving people’s health is one of the top priority policies of the Party and State, reflecting the good nature of the regime. However, non‐traditional security factors, natural disasters, epidemics, and climate change with unpredictable developments in recent times have significantly affected the care and protection of people’s health.
The urbanization process has caused environmental quality to deteriorate in many places, especially in urban areas, industrial zones, craft villages, and river basins, which have increasingly impacted and seriously affected people’s health, while resources for environmental protection, climate change response, and natural disaster prevention and control are still limited.
The trade and use of wild animals is still quite common, the emergence of new types of diseases is complicated, difficult to control, can cause economic recession and crisis, which will have long‐term impacts on socio‐economic development. In addition, Vietnamese culture and customs also pose challenges in public health care, especially in remote, border and island areas.
The fourth industrial revolution has a rapid and profound impact on all aspects of economy, culture, society and environment, requiring our country to strongly innovate the growth model, restructure the economy, promote national digital transformation, and develop the digital economy and digital society.

Population health care strategies will help prevent disease, including communicable and non‐communicable diseases, and reduce morbidity.

Therefore, the field of public health care needs to have appropriate changes. In addition, the process of deep international integration sets requirements for public health care, especially related to standards and regulations in health, nutrition, Vietnamese stature, food safety, etc., which directly affect socio‐economic development.
Primary health care is essential, based on practical, scientifically sound and socially acceptable methods and techniques, made available to individuals and families in the community, with their active participation.
The four principles of primary health care are political commitment, community participation, inter‐sectoral coordination, and the use of appropriate technology. It is necessary to strengthen the implementation of 10 contents of primary health care that Vietnam has been implementing for nearly 40 years, namely: Health education, nutrition, environment‐clean water, maternal and child health‐family planning, expanded immunization, prevention and control of local epidemics, treatment of common diseases and injuries, essential drugs, health management, building and strengthening the grassroots health network.
The above strategies will help prevent diseases, including infectious and non‐infectious diseases, reduce morbidity; early detection, thorough treatment to reduce complications, disability and death; reduce the burden on the health system, improve the quality of life, increase life expectancy and improve the quality of the race.
